An upper side of the frame body is stopped by a tape and the like and the upper side is pressed from both sides so that it is not opened outward. Further the frame bodies and the heat insulating plates are continuously mounted along the pipe body, and the frame bodies are respectively connected by the tapes. Then the concentrate solution as the heat insulating material such as hard foamed urethane resin having fluidity, is injected into the frame bodies. The concentrate solution is charged until the heat insulating material reaches the neighborhood of an upper part of the frame bodies. Whereby the heat insulating pipe applying the frame bodies as an outer peripheral wall and having the heat insulating material fixed to the circumference of the pipe body can be continuously easily formed.
