SOLUTION: The disperse composition is obtained by formulating a specific oil solution, namely an oil solution in which a ratio (IV/OV) of an inorganic value (IV) to an organic value (OV) is ≤0.5 with a specific organopolysiloxane and powder. The disperse composition is excellent in compatibility of the powder with the oil solution and excellent in disperse stability (long-perm storage stability) and dispersibility to the oil solution when the powder is formulated in a high concentration.
