SOLUTION: This self-supporting sound-absorbing plate 1 is composed of a fence-shaped skeleton 2 made of concrete, and a porous concrete panel 3 which is stuck on one side surface or both side surfaces of the skeleton 2. A C-shaped fitting 4 is attached to front and back surfaces serving as both ends of the skeleton in such a manner that an opening surface is directed outward; an H-shaped fitting is engaged with the opposed mutual C-shaped fittings by making front and back surfaces of the two self-supporting sound-absorbing plates butt against each other, so that the self-supporting sound-absorbing plates can be rapidly connected together. The porous concrete panel is designed so that a maximum value of a sound absorbing coefficient can be set at about 1,000 Hz by setting a porosity to be in the range of 24-30% and setting a thickness to be in the range of 30-50 mm, and the sound absorbing coefficient is made to correspond to a main frequency band of a traffic noise. Additionally, a surface of the porous concrete panel is coated with a photocatalyst, so that the sound-absorbing performance can be prevented from being deteriorated caused by dirt and so that much labor for cleaning can be reduced.
