The porous concrete panel is designed so that a maximum value of a sound absorbing coefficient can be set at about 1,000 Hz by setting a porosity to be in the range of 24-30% and setting a thickness to be in the range of 30-50 mm, and the sound absorbing coefficient is made to correspond to a main frequency band of a traffic noise. Additionally, a surface of the porous concrete panel is coated with a photocatalyst, so that the sound-absorbing performance can be prevented from being deteriorated caused by dirt and so that much labor for cleaning can be reduced.
