A temperature control block 6 which heats, cools melting-like polyethylene resin A and maintains its temperature between 150°C and 200°C is arranged on the outer periphery of the rotary die 3. Piping 8 of a temperature control medium B transmitted from a controller 7 is connected to the temperature control block 6 and an output signal of a temperature sensor 9 which measures the temperature of the rotary die 3 at a non-contact state is inputted in the controller 7.
