The adder 53 adds the supplied picture signals of the low frequency components and those of high frequency components to generate picture signals of all frequency components, and supplies them to a limiter 55. The limiter 55 checks and processes to limit the range of the supplied picture signals within which the picture signals can be handled at following stages. This is applicable to television receivers.
