The ratio of heating heat amount for raising the concentration of the absorbent by heating the absorbent by the low temperature regenerator is reduced by controlling the waste heat amount collected from the outside and reduced by 15-100% when the cooling/heating load varies in the range of 100-0%. By reducing the heat-exchanged amount of the low temperature regenerator, if the absorbent generated by a high temperature regenerator and an intermediate temperature regenerator is heated/concentrated to reduce the produced amount of refrigerant vapor which becomes the heating source of the low temperature regenerator, waste heat collecting operation is possible according to a change in cooling/heating load.
