SOLUTION: A composite control valve V has a valve housing 40, a first diaphragm 41 for sectioning an atmosphere chamber 43 between the inside face thereof and itself, a second diaphragm 42 for sectioning negative pressure operation chambers 44, 45 between the first diaphragm 41 and itself, a first control valve 50 to be opened/closed with the first diaphragm 41, and a second control valve 60 to be opened /closed with the reciprocating motion of the second diaphragm 42. The first control valve 50 opens/closes an atmosphere conduit 49 ranging into the fuel tank T, at its portion open to the atmospheric chamber 43, and the second control valve 60 opens/closes the fuel passage system via which the fuel tank T is communicated with a fuel supply portion C of the engine E.
