SOLUTION: A packet on IP data communication connection used by a mobile station is transferred from the moving source packet control station of the mobile station to a moving destination packet control station. Processing for buffering a packet which reaches the moving destination packet control station from the access router during transfer and first passing the transfer packet or processing for transferring the packet before the packet is delivered from the access router is performed, thereby keeping right the order of packets.
