The device is provided with a detecting means 18 for detecting displacement arranged in a side face side toward which the belt 16 is displaced from a normal position due to tension fluctuation of the belt 16 when the looseness is generated on the belt 16 and an output means 19 for informing and outputting to an outside when the displacement detected by the detecting means exceeds a preset allowable range for the looseness.
