SOLUTION: In the image forming apparatus, a developing device 1 holds a developer comprising a magnetic carrier and a nonmagnetic toner, the developer in a developing vessel 100 is carried and conveyed to a surface of a developer carrier 102 by a magnetic field generating member 103 having a plurality of magnetic poles fixed in the developer carrier 102, and an electrostatic latent image on an image carrier 3 is developed by applying development bias. The magnetic carrier has the magnitude of magnetization σ1000of 30-230 emu/cm3in a magnetic field of 1 kOe and a specific resistance of ≥1011Ωcm at a field intensify of 5×104V/m, the gap between the developer carrier 102 and the image carrier 3 is ≤4×10-4m, and the development bias is only a DC bias.
