SOLUTION: In the axle-load measuring apparatus 1 arranged unequally with three or more axle-load meters 2 along the driving direction of the vehicle, arranged positions of these axle-load meters 2 can be estimated whether the arrangement of these axle-load meters 2 is suitable for controlling a violation vehicle, by simulation that the arrangement of the axle-load meters 2 is varied with the speed of the driving vehicle and phase difference between driving vehicles as parameters.
