SOLUTION: This radio wave absorber 10 includes: an incombustible radio wave reflector 11; n-layer (n is integers from 2 or more) of incombustible dielectric layers 121to 12ndisposed on the radio wave incoming side in the radio wave reflector 11; and resistance layers 131to 13ndisposed between the adjacent dielectric layers and on the radio wave incoming side in the dielectric layer 12ndisposed on the most remote position. The dielectric layers 121to 12bare mainly composed of inorganic material. The resistance layers 131to 13ninclude plate-like or sheet-like resistance film base mainly composed of inorganic material and a resistance film formed on the resistance film base.
