SOLUTION: In this method for improving the indoor environment by coating the indoor wall surface with the paint containing the charcoal powder, an indoor floor surface is formed of an insulator; the wall surface is connected to an earth electrode which is buried in the ground, and set at a ground potential, so that the indoor environment can be kept rich in the negative ions by maintaining the effectiveness of the charcoal; and the environment rich in the negative ions can be stably kept at the higher level by using a ground body which is formed at least of metal as a cylinder with a bottom, and an earth electrode device which is composed of the charcoal and a catalyst, housed in the ground body.
