SOLUTION: A charge plan selection rule to predict (1) the use history of the transportation of each customer collected through a ticket examining machine, (2) customer information registered by a user at the time of applying for a post-pay service and (3) the selection rate of a plurality of charge plans set by a traffic agent for each customer is used to predict how transport demands or relevant service demands are changed according to the introduction of a new charge plan so that the planning of the various charge plans of the post-pay service can be supported. Then, the introduction effects of the new charge plan can be evaluated based on the prediction result, and the evaluation result is judged by a person so that the charge plan planned by the traffic agent can be corrected.
