Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a foaming system for uniformly supplying the foaming solution of a surfactant to a supply object, and also inexpensively and easily performing foaming, and also to provide a foaming method. SOLUTION: The system 1 includes: a foaming apparatus 2 for foaming the solution of the surfactant; a branch connection pipe 5 which is connected to the foaming apparatus, and branched into a plurality of pipes; and a plurality of supply means (division pipes 6a-6d) which are respectively continued to the branched ends of the branch connection pipe 5, and provided with a supply port (a supply hole 33).
