SOLUTION: In an ion bombardment process performed before film-formation by using an arc-ion plating apparatus or an arc-melting ion plating apparatus to a tool base material composed of the high speed tool steel or a tool alloy steel, simultaneously, a plasma-nitriding treatment is applied. The arc-ion plating apparatus or the arc-melting plating apparatus is used as it is, and the ceramic hardened film is directly formed with the arc-melting system ion plating method or the arc-ion plating method successively on the nitriding layer subjected to the plasma-nitriding treatment.
