The elastic plate has the shaft loosely fitted and inserted therein and is retained by putting press plates on an upper and a lower surface thereof, and is fixed on the shaft by a thread fixing means. Consequently, the elastic plate is attached on the shaft in such a manner that the same can be easily replaced.
