SOLUTION: A elastic plate which has a larger diameter than an inner diameter of piping and elastically contacts a conduit inner wall to block the conduit is attached on a shaft which can be installed into an inside from a conduit opening, and a receiving plate positioned below an attaching part of the elastic plate is attached. The elastic plate has the shaft loosely fitted and inserted therein and is retained by putting press plates on an upper and a lower surface thereof, and is fixed on the shaft by a thread fixing means. Consequently, the elastic plate is attached on the shaft in such a manner that the same can be easily replaced.
