SOLUTION: A resin solution for forming a deposition film which contains a conductive substance is applied on the inner surface of a cylindrical tool by a dispenser and then rotary centrifugation, removal of a solvent and conversion are executed at least, so as to manufacture the tubular body. In this method, at least one stationary type mixer is provided at a place to the discharge port of the dispenser and the cylindrical tool is moved in the direction of the axis of rotation as it is rotated in the circumferential direction, in a state wherein the discharge port is disposed in a relative fixation at a space from the inner surface of the cylindrical tool.
