SOLUTION: In the plane heating element in which a resistance heating element is formed by connecting an end part of a long stainless steel tape by a short stainless steel tape for binding, and the outside of this resistance heating element is covered by a resin film, and, by supplying power from the terminal part provided at the long stainless steel tape or the short stainless steel tape, the resistance heating element generates heat, the stainless steel tape is formed of austenite system stainless steel or precipitation hardening stainless steel. It is desirable that as the austenite system stainless steel, a spring stainless steel having 17Cr-7Ni or 18Cr-8Ni composition is used, and as the precipitation hardening stainless steel, a spring stainless steel having 17Cr-7Ni-1Al composition is used.
