An aggregation 17 of a noble metal and alumina is incorporated in the layer 16. Since the noble metal does not coexist alone in the layer 16 but coexists as the aggregation 17, the action of the noble metal as a strong oxidizer can be restrained by the alumina in the aggregation 17 and the reaction of SO2to liquefied sulfate by the noble metal can be prevented even when the layer 16 is put under the high-temperature condition from the beginning.
