SOLUTION: When the blasting resistant high strength concrete 1 is exposed to high temperature environment by fire or the like, organic powder 2 is heated to reach the melting point and melted to reduce the volume to form gaps 4 in parts occupied by the organic powder 2. The rupture is prevented by reducing the volume of the organic powder 2 and forming many discontinuous independent gaps 4 to uniformly disperse in the blasting resistant high strength concrete.
