SOLUTION: Oxidation treatment is performed by energizing where on-off is repeated every several seconds under low voltage for a treatment time of about 10 s in an on time of about 1 to 2 s and an off time of ≥1 s using an anodic oxidation liquid obtained by adding a film formation smoothing agent to an alkali electrolytic liquid with a current stabilizer added.
