An ER effect can be effectively utilized by controlling the maximum height roughness (Rz), defined by JIS Z0601, of the surface of the electrode at a non-immobilized treatment side, to 1-0.001 mm, and the average length (RSm) of a rough curve element to 5-0.001 mm.
