SOLUTION: As shown in Figure 1, a toner concentration controller is provided with a carrier oil removing device for removing the excessive carrier oil, downstream of a developing part in the development process wherein the liquid toner is applied to the surface of a developing roll 1 by an applicator roll 4 and has toner solid portions stuck to an electrostatic latent image on a photoreceptor 2, and the carrier oil is removed from a remaining toner to raise the toner concentration in a remaining toner recovery device 5, and then reduction of the toner concentration of the recovered toner returned to a toner concentration control tank is prevented to prevent the occurrence of liquid overflow caused by concentration control.
