A hydrogen generating agent is fed to the chamber 57 from the lower part of the chamber 57 toward the upper part through the pipe 58 and brought into contact with the layer 61 to generate hydrogen gas. A discharge hole 64 is bored at the position slightly higher than the top end of the layer 61 for overflowing a solution containing a reaction product. The hydrogen gas generated in the layer 61 is discharged to the outside of the reactor 50 through a hydrogen gas discharging pipe 68 projected from the outside of a top plate of the cap 52.
