SOLUTION: This image processor is provided with a means of calculating the characteristic value of the blocks of an image at every block, a means which decides the correcting method of the blocks at every block, and a means which corrects pixel values in a block which is decided to be corrected by the decided correcting method by using the average pixel value of the block and blocks existing in the circumference of the block following the correcting method. This processor is also provided with a means which corrects the pixel values of the boundary pixels of the corrected block by using the pixel values of the boundary pixels and pixels existing in the circumference of the boundary pixels.
