SOLUTION: The apparatus is equipped with a cylinder 20 having light transmitting property and housing a photocatalyst 10 inside, a casing 30 disposed outside of the cylinder 20 and mounting a light source 15 to irradiate the photocatalyst 10 with exiting light, and a conduit 40 having the top end disposed in the cylinder 20 to bubble the waste water passing through the cylinder 20. If necessary, a plurality of holes are formed in a part of the conduit 40 in the cylinder 20, the other end of the conduit 40 is connected to the space 24 between the cylinder 20 and the casing 30, or the apparatus is further equipped with a means to supply an oxidizing agent into the conduit 20.
