SOLUTION: The method for manufacturing the desalting cleaning agent comprises the first process for treating activated carbon 2 and other absorbent 3, the second process for adding a mixed solution 4 of magnesium sulfate, ferrous sulfate and ascorbic acid to the activated carbon 2 and the adsorbent 3 by dipping or spraying, the third process for adding and mixing an ammonium compound, a calcium compound, a potassium compound and urea to obtain a mixture 5 and the forth process for molding a granular material from the mixture 5 obtained from the third process in a flat container rotated in an inclined state.
