Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an exchange in which a D channel is made to be an always connected line, the D channel and a B channel can be combined in connection and IP network can be connected with an AO/DI function, and its controlling method. SOLUTION: An exchange 1 distributes packets received from the D channel of an ISDN subscriber line in accordance with a service access point identifier, performs protocol conversion of the packets, transmits the packets to an ISP network 3, performs protocol conversion of packets received from the B channel of the ISDN subscriber line, bundles data links being the same as that for transmitting the packets received with the D channel to the ISP network 3 to transmit the bundled data links to the ISP network 3, distributes packets received from the ISP network 3 to the D channel and the B channel and transmits the distributed packets.
