When desired relative humidity of air advancing into a compressor is input by an operator, the control device determines a suitable water flow rate by using the following measurements, that is, a flow rate of dry air to the compressor, a flow rate of inlet water, a dew point temperature of inlet air, a dry bulb temperature of inlet air, and a temperature of inlet water.
