SOLUTION: This obstruction detecting system is provided with an optical fiber laid in an object district; a conversion part 2 with the function of stopping a falling object 7 caused by a landslide, falling stones, or the like and converting the stress into the distortion of the optical fiber 1 to increase the transmission loss of the optical fiber 1; an optical fiber transmission loss detecting part 3 for detecting transmission loss by detecting Rayleigh scattered light from the optical fiber 1; and a processing part 4 processing for detecting an obstruction on the basis of the change of transmission loss. Detection can be made at a low cost in a short time by detecting the Rayleigh scattered light.
