In the building modeling process 4, the most frequent value of the LRF data within a building outline is set to be a roof height while a minimum value of the LRF data located in the outside of the building outline and within a fixed distance from the building outline is set to be a ground height of the building. In the ground modeling process 5, the ground is modeled by aiming at the vicinity of the building or the road and a flat open space. |
