The cable 43 is spirally wound on a joint pipe 2 supporting a fixed side of the rotary mechanism 50 provided in the fixed tube 42. The cable 43 is inserted and passed through a flange 3 on a rotating side of the rotary mechanism 50 to allow moving in the direction of an axis and connected to a connecting terminal in the rotating cylinder 48.
