SOLUTION: An electrode forming device has electrodes 3 on upper and lower surfaces of a voltage non-linear resistor in which a side high resistance layer 4 is formed on the side of an element 2. The device is provided with a thermal spraying gun 11 to spray the electrode material on the surface of the electrode and a nozzle 10 to blow air current on the side high resistance layer 4. The thermal spraying is carried out while blowing air current 9 on the side high resistance layer 4.
