A scanning bus electrode 3a and a maintaining bus electrode 3b are extended in the column direction between columns of the scanning electrode 2a and the maintaining electrode 2, and connected to the scanning electrode 2a and the maintaining electrode 2b respectively, and a surface discharge gap is formed between the scanning electrode 2a and the maintaining electrode 2b in every display cell.
