SOLUTION: In the composite tubular material, a primer layer and a release layer are formed in this order on the outer layer of a seamless cylindrical base material layer of a heat resistant resin. The inner wall surface of the layer of the heat resistant resin is roughened to hold a lubricant. Roughening of the surface is a range within 2-30 μm average surface roughness (Rz). Both the supporting body 2 of a fixing belt and a ceramic heater 3 are equipped in the inside of the fixing belt 1. A pressure roller 4 contacted by pressure on the surface of the heater is made to a driving source. While successively feeding a copying paper 7 formed with a toner image between the pressure roller 4 and the fixing belt 1, toner 8 is heated and melted and the toner image is thermally fixed on the copying paper in a nip point N.
