The base 19A of a ventilation tube 19 is fit onto a pipe 20, and the tip 19B is positioned in a space that will not be submerged. A covered wire 30 that connects the interior of the housing with the non-submerged space conductively is spirally formed and inserted into the through hole 12F, the inner hole 22, and the ventilation tube 19. The spiral shape of the covered wire 30 is so set that the cycle of the spiral in proximity to the inner hole 22 is smaller than the cycle in the non-submerged space.
