The non-coating part 13b is formed in the counter-spool side end face of the plunger 13 so that the assembling of the plunger 13 is facilitated so as to reduce the assembling manhour. This constitution can also eliminates the post-processing such as polishing and wrapping finish for controlling the coating film thickness and securing the accuracy. The manufacturing cost can be thus reduced.
