When the doors 12A, 12B are opened at the time of maintenance and inspection of the winding machine 9 and the control panel 13, since the control panel 13 is appeared to the outside of the machine room 7 accompanying with a release of the doors 12A, 12B, a worker enters a space in the machine room 7 and can carry out work.
