The liquid is pumped up into the liquid tank 22 from the inside of the liquid chamber 3 by a pump 24 by receiving the detection that the water level sensor 11 in the liquid chamber 3 ascends above a fixed water level and every time the water level in the liquid chamber 3 made heatable by a heating means 5 falls down to a specified level or below, a ball tap 25 operates to allow the reflex of the liquid from the inside of the liquid tank 22 to the inside of the liquid chamber 3.
