SOLUTION: A ferritic stainless steel slab is subjected to hot rolling in such a manner that the total draft of three passes in the poststage is controlled to the range of 35% or more, and also, hot rolling finishing temperature is controlled to the range of 970 deg.C or less to form a hot rolled steel sheet having the surface hardness (Hv) of >230, next, the hot rolled steel sheet is annealed in the temperature range of 800 to 880 deg.C to control the surface hardness (Hv) to 170 or less and also the average crystal grain size to 100 μm or less, and, after that, without conducting process annealing, cold rolling is conducted at a draft of 95% or more.
