PROBLEM TO BE SOLVED: To correctly generate a transmission power control bit even for a signal whose transmission power is fluctuated due to variable rate transmission and to conduct transmission power control with high accuracy for the signal in the case of applying closed loop transmission power control to an outgoing channel. SOLUTION: A standardized reception power calculation section 209 standardizes a user reception power value by each slot on the basis of the pilot reception power value, a transmission rate discrimination section 211 discriminates a transmission rate of user data according to the comparison result between a plurality of standardized reception powers, a reception power correction section 213 corrects the user reception power value in response to the discriminated transmission rate, a transmission power control bit generating section 214 generates a transmission power control bit according to the result of comparison between the corrected user reception power value and the reference power value stored in a reference power storage section 215.
