Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a stable adhesive force by providing a first primer layer to which a hydroxyl-group-containing acryl-modified chlorinated polyolefin is added on the surface of a base material, and a second primer layer of a mixture of a chlorinated polyolefin and a chlorinated ethylene-vinyl acetate resin on the surface of the first primer layer. SOLUTION: A primer layer which is formed in a two layer, and an α-layer 2 of the first primer layer and a β-layer 3 of the second primer layer are provided to a base material 1. The α-layer 2 comprises hydroxyl-group-containing acryl-modified chlorinated polyolefin to which an isocyanate compound is added. The addition amount of the isocyanate compound is preferably 5-150 pts.wt. to 100 pts.wt. of hydroxyl-group containing acryl-modified chlorinated polyolefin. In addition, the β-layer 3 is composed of a mixture of a chlorinated polyolefin resin and a chlorinated ethylene-vinyl acetate resin, and the mixture is preferably composed of 20-80 wt.% chlorinated polyolefin resin, and 80-20 wt.% chlorinated ethylene-vinyl acetate resin.
