Zusammenfassung:PROBLEM TO BE SOLVED: To obtain a crude fuel modification plant that increases the treatment efficiency in low costs and produce modified fuel of uniform quality by providing a preceding reactor or the like in which the crude fuel is fluidized by the hydrothermal reaction. SOLUTION: This modification plant is equipped with the preceding reactor 11 that fluidizes crude fuel X by the hydrothermal reaction, the after-reactor 12 that desulfurizes the fluidized fuel Xa by the hydrothermal reaction and the fuel components separator 16 that separates only the fuel components from the desulfurized fuel Xb in the after-reactor and collects the modified fuel Xc. In a preferred embodiment, this plant is equipped with a torque meter 9 for measuring the torque at the inlet of the preceding reactor 11 and another torque meter 10 at the outlet of the preceding reactor 11 and the hydrothermal reaction controller 18 that controls the hydrothermal reaction so that the fluidization of the fluidized fuel Xa may be maintained at its standard state based on the torque difference between the inlet torque and the outlet torque.
