Monoclinic titanium dioxide is obtained by oxidatively treating a tetrapotassium titanate to produce titanium dioxide hydrated fiber, and heat-treating the fiber at 80-650 deg.C, and then at 500-650 deg.C. As the binder, is used a fluorine plastic, a vinyl chloride resin, a silicone resin, an epoxy resin, a urethane resin, or the like.
