A CPU 12 performs a statistical information processing. A cell multiplexing demultiplexing circuit 13 multiplexes cells received from the respective subordinate parts 2-1 to 2-n and distributes cells received from traffic information measuring circuit 11 to the respective slave parts 2-1 to 2-n. A timer circuit 14 informs the CPU 12 of statistical information processing time in specific cycles.
