SOLUTION: A distributing plate 15 for making a flow rate distribution of chilled water directed toward an ice thermal storage coil 12 disposed at uppermost stream side from a first communicating tube 13 substantially uniform in a section perpendicular to its flowing direction, is disposed between the tube 13 and each coil 12 in the state opposed to the tube 13. The plate 15 is a disc shaped plate and formed with a plurality of through hole parts 15a of through holes for passing part of the chilled water. The plate 15 is fixed to a front surface of the coil 12 through a fixing member 17. The tube 13 has a circular channel section perpendicular to its axis 16.
