PROBLEM TO BE SOLVED: To prevent entered copy information from being illegally utilized and dispense with a matching operation by arranging a data input means for entering an image to be displayed on a card, a means for entering character data required for card issuance and a means for generating data on a pad image which pads character data into image data. SOLUTION: An issuance request device 20 is equipped with an image data input part 21 such as a film scanner which enters image data (a) displayed on a card, e.g. a face photograph or the like, a character data input part 22 such as a keyboard which enters character data (b) and a pad data generation part 23 which generates pad data (c) by padding the character data (b) into the image data (a). In addition, the issuance request device 20 has a data processing part 24 which processes data, e.g. coding of the pad data and/or data compression, a communication part 25 which sends the processed pad data, an external storage device 50 which stores the processed pad data in an external storage medium such as MO, and the like.
