A cover member 29 is provided with a surface contact part 31 brought into surface-contact with the pulling part 28b of the ground plate placed at the cut bottom part of the notched part 27a and pressing it to the notch bottom part side and is fitted to the inside or the outside of the projected line part 27 to be made in a fitted and fixed form, is used.
