At a foreign matter discharge part 5, water is ejected through plural pieces of filling nozzles 8 and water is filled into the empty can 1 and simultaneously water is ejected through plural balance nozzles 9 too. Also water is ejected through plural pieces of propelling nozzles 10 and the empty can 1 can be smoothly transported. The vacant can 1 filled with water is turned upside down at a shoot part of a transfer path and the filled water is discharged, and later the inside of the empty can 1 is rinsed at a rinsing part 11 and besides drained at a draining part 13, then again turned upside down at the shoot part and in a state that an opening part is made upside, the empty can 1 is transported and fed to a filling machine of the contents.
